 Is it ever going to be possible?

I'm about 40ish percent done with the game and I don't know if it's going to be coming up or not. Anybody ahead of me know?

 im not ahead of you but im almost positive that you cant, but there are custom cars drivin around. the hummers are the most common, but ive seen other cars customized too.

 my friend found a tuner car that is awesome. Its all I really need. Its called a sultar or saltor or something like that.

 I just hate the GTA3 pay'n'spray way of things. If I want a black car I have to keep driving it in until it's black... or find one while driving. Too much work!

 Oh I found out where that car is. If you look to the top right of the far left island, you will see 3 wavy roads. There is a house there. There are 4 garages and behind them is the Sultan RS hidden in the bushes.
